Can i seal a concrete floor with PVA adhesive mixed with water?

i have put a concrete floor leveling compound on the kitchen floor





it seems to stay dusty but i would like to put self adhesive vinyl tiles on to it i tried one but it didnt stick so i would like to do something to make them stick





do you have any ideas





i have allready put the concrete leveling compound down so i can not add anything to the mixture





it has to be put on top if this dry floor

Just use a latex primer paint,that is all we do and the tiles stick like they should.Can i seal a concrete floor with PVA adhesive mixed with water?
yes that's a good idea but don't water it down to much
